1. The following procedures are basic for all California prisons, jails, incarcerations and the California Medical Facility in Vacaville, California. All forms came directly from these sites or off of their approved Web Sites, in which I give you the URL to download the forms yourself, if you so desire.

3. All these forms are available at the appropriate incarceration center (available at the jail facility where your fiance is located). Except for THREE exception:
a. Your marriage application,
b. your marriage licence and,
c. your Certified Marriage Certificate.
4. The only forms I CAN NOT deliver to you are the ones stated in paragraph 3b and 3c above.
1. Your fiance must first fill out a Visitor Request Form for any visitor he wishes to see. Your fiance must also ask permission to marry. There is a forms called: "Marriage Request Tracking Form", Attachment A, and "Inmate Marriage Application Form" Attachment B, (Revised May 2011). Please see the Department of Corrections Rehabilitation Manual, para 101070.4 Roles and Responsibilities for copies of these forms. In all, there are SIX forms to be filled out at any correctional facility if you want to get married. Again, the California Department of Corrections and Rehabilitation Manual has all the forms in their manual. Normally this will entail some sort of pre-marriage counseling or consent. Under normal circumstances, there will be NO financial deficit for this proceeding.
2. However, I have heard that in the Fairfield Detention Center, there is a $180.00 non-refundable fee for renting out their chapel. So beware! They may just be trying to lure you into a contract you can't break! The only other option at this facility is maybe a marriage behind a glass partition window, like most other County Jails. Just a "Word To The Wise".

4. The next step is to have your fiance fill out a "County Recorder's" form called, "Affidavit Of Inability To Appear And Request For Issuance of A"
5. Sometimes, the Confinement Centers will carry these forms. However, it is normally a "County Recorder's" duty to have these in stock. Any California County Recorder's office will give this form to you.
6. And while your at the County Recorder's Office, be sure to fill out their "Marriage Application" at their computer terminals, or you can fill this form on line at your convenience. There may be some information you don't know and will have to "Save" the form for later. You can also ask for a "Hard Copy" to take home and fill out. You'll still have to visit your "Recorder's" office to complete the form on their computer system. I also have "Hard Copies" these applications with me.
7. The request for a marriage license will be one of the last things you'll want to complete. For one, you must know the wedding date, you have to pay the Recorder's Office approximately $85.00 for the License to marriage, and you'll also be responsible to pay your Officiant $175.00 for his services. PLUS, there is a $17.00 fee for a copy of your "Certified Marriage Certificate".
